Our team in the island of territory of Guam is looking for a Construction Engineer / Inspector to support engineering projects and assist in construction inspection and construction management for our multiple projects. Join us in the office three days a week to contribute, connect and excel in our vibrant environment.\nMUST BE US CITIZEN DUE TO FEDERAL WORK\nResponsibilities will include:\nCollaborating and providing project oversight by maintaining communications between project teams, clients and contractors to deliver projects on time, at or under budget, and to the client’s expected standard of quality\nServing as project contact and maintaining a strong client relationship\nAdhering to and advocating for health and safety protocols\nAssisting in the review and development engineering designs for buildings, utilities, and sites\nAssisting in the preparation of quantity estimates\nPreparing technical reports and engineering studies\nProviding input concerning constructability and biddability during design and developing project construction schedules and budgets\nOverseeing construction contractor’s compliance with all requirements of project design specifications and drawings\nReviewing and responding to contractor Requests for Information (RFIs), coordinating RFIs with design engineers, and developing submittal review/analysis with recommendations\nConducting Quality Assurance (QA) of a construction contractor’s Quality Control (QC) program\nMonitoring compliance with construction environmental protection requirements\nProcessing construction contractor pay estimates; make appropriate recommendations to client on payment issues\nMaintaining document control including processing all project correspondence, documents, and drawings; preparation of various technical reports\nCoordinate inspections of construction contractor’s work and assist in preparing reports of findings\nPreparing daily reports documenting construction contractor progress, including documenting construction contractor personnel and equipment\nProviding appropriate responses and/or recommendations on construction issues; consult with engineering staff on technical matters\nAssisting with the review and negotiation of Change Orders on behalf of the client and coordinating with the Design Engineer, as required\nConducting and coordinating project closeout activities\nAssisting in coordinating equipment and process startup, testing, and optimization\nContribute toward maintaining project requirements for safety, quality, productivity to ensure they are maintained throughout the duration of the project\nAdditional Responsibilities\nExternal Communications: Help others get the most out of external communications systems by offering support and advice.\nConstruction Management: Supervise others on a construction project, working within established operational systems.\nHealth, Safety, and Environment: Follow the organization's health, safety, and environment (HSE) policies, procedures, and mandatory instructions to identify and mitigate environmental risks and risks to the well-being of self and others in the workplace; instruct the team in safe working methods; identify instances of risky behaviors within the team and take appropriate action, escalating serious issues as appropriate.\nWork Scheduling and Allocation: Assign short-term work schedules to a team of subordinates in order to achieve expectations while following established timelines.\nOrganizational Capability Building: Provide coaching to team members to develop their skills.\nOperational Compliance: Identify, within the team, instances of noncompliance with the organization's policies and procedures and/or relevant regulatory codes and codes of conduct, reporting these instances and escalating issues as appropriate.\nClient & Customer Management (External): Help senior colleagues manage client and customer relationships by using relevant sales or client systems.\nEducation:\nBachelor’s degree from an ABET Accredited program in Civil Engineering, Structural Engineering, Mechanical Engineering, Construction Management, or equivalent degree\nQualifications:\nMinimum of 3 years of professional engineering experience with exposure site development, Water/Wastewater, building, industrial and related projects.\nRegistered Engineer-in-Training.\nHave a current NAVFAC and USACE Construction Quality Management (CQM) course certificate.\nProfessional Engineering License in Guam or ability to obtain Guam Professional Engineering License within 2 years desired. Other state engineering registrations may be considered.\nMust be a US Citizen\nThe Ideal candidate would have the following skills:\nFamiliarity with and ability to read and interpret contract plans and specifications, construction schedules, and cost estimates.\nProficiency in general engineering and construction principals, including buildings, sites and utilities, building systems, land surveying, material science, and geotechnical/geology.\nProficiency in Microsoft Office, Microsoft Project, Microsoft Powerpoint and ability to use or learn construction management software applications such as Procore.\nBasic competency in the use of AutoCAD Civil 3D is desired but not required\nStrong proficiency in written and oral communication in English\nAbility to work independently and as either a member or a leader of a team\nDedication, enthusiasm, and high ethical standards\nAs a multicultural organization, we encourage individual achievement and recognize the strength of a diverse workforce.
