The CMR will provide critical onsite leadership, ensuring high-quality construction management and compliance with National Park Service (NPS) technical and environmental standards.\nKey Responsibilities:\nAct as B360’s primary onsite field representative to ensure project success.\nServe as the main point of contact with contractors, NPS Project Managers, and Contracting Officer Representatives (CORs).\nPerform daily field inspections to verify contractor compliance with contract documents, plans, specifications, and schedules.\nConduct comprehensive bridge inspections and concrete testing activities in accordance with NICET-CT requirements.\nReview contractor submittals, RFIs, and proposed change orders; coordinate timely responses.\nTrack construction progress against approved project schedules using MS Project; generate schedule status reports.\nAdminister the Three-Phase Quality Control (3PQC) process — Preparatory, Initial, and Follow-Up inspections.\nPrepare Daily Inspection Reports (DIRs) documenting project activities, inspections, delays, deficiencies, and environmental compliance.\nMonitor and enforce OSHA and project-specific safety protocols on the construction site.\nAssist with processing pay applications, contract modifications, and administrative documentation in coordination with federal personnel.\nCoordinate field meetings including Pre-Construction Meetings, Quality Control Meetings, and Progress Meetings.\nProtect natural and cultural resources by ensuring contractors adhere to resource protection measures required by federal agencies.\nSupport development of independent government estimates (IGEs) and participate in negotiation discussions if necessary.\nIdentify and report any deficiencies in workmanship, quality control, or environmental compliance to NPS PM/COR immediately.\nMaintain organized field records for project correspondence, photographic records, inspection logs, and quality documentation.\nFacilitate successful project closeout, including punch list management, final inspections, and contract closeout documentation.\nQualifications:\nAs part of B360’s Staffing Management Plan, all CMR candidates must meet the following detailed requirements:\nResume Submittals Must Include:\na. Name and title.\nb. Project assignment.\nc. Name of firm with which associated (B360).\nd. Years of experience, including field of expertise and discipline.\ne. Active professional registration or relevant certifications for bridge and concrete inspections, year first registered, if applicable.\nf. Other experience and qualifications relevant to the same or similar work required under this contract.\ng. List of recent and relevant projects the individual has worked on, including:\nName of project(s)\nProject location(s)\nDescription of specific work performed\nProject owner representative contact information\nh. Education and/or professional qualifications, including:\nConstruction Management degree or relevant qualification\nPaving and construction practices, including sampling and testing requirements (NICET-CT certification required for concrete inspection)\nComputer skills\nOSHA 30-hour Health and Safety Construction training (minimum)\nMS Project skills, with familiarity in baseline schedules, report generation, and critical path theory\ni. Education, experience, and qualifications developing and reviewing construction estimates and schedules, including knowledge of formats, phases, and industry-standard software.\nj. Prior experience working with Federal Government PMs/CORs on processing change orders, RFIs, submittals, and field observation reports.\nk. Prior experience with resource protection measures as required by government agencies to avoid and minimize construction-related adverse impacts to natural and cultural resources.\nl. A minimum of five (5) years of experience conducting onsite quality control in accordance with the three-phase inspection process described in federal Specification Section 01 40 00.\nm.
