Personnel Security Manager

TAMARACK Technologies Inc. is seeking a highly qualified and experienced Personnel Security Manager to support the Navy Bureau of Medicine and Surgery (BUMED) - Mission Assurance Office (N45) in supporting Navy Medicine’s Personnel Security, Suitability and Fitness programs. The ideal candidate will have advanced knowledge of Department of Defense (DoD) and Office of Personnel Management (OPM) policies, and suitability adjudication.Organization: U.S. Navy Bureau of Medicine and Surgery (BUMED)Location: Defense Health Agency (DHA) – Falls Church, VATravel: Travel as required to FCCs and other sites to support operations and exercises.Salary Range: Commiserate with experience, education and qualifications as it relates to the knowledge, skills and abilities of the position.Position Description: This position supports the BUMED Mission Assurance Program (N45) in personnel security as a Security Manager specializing in Suitability and Fitness within a Federal/DoD environment. The role focuses on developing, implementing, and overseeing policies, procedures, and compliance programs related to personnel suitability adjudication, in accordance with OPM and DoD regulations. This position is contingent upon a successful contract award.Duties and Responsibilities: Lead the development, coordination and implementation of Navy Medicine policies, Standard Operating Procedures (SOPs), Concept of Operations (CONOPS), and other guidance governing suitability and fitness programs. Develop and conduct a Gap Analysis Report identifying deficiencies in current personnel security policies, subject to additional requirements of the Child Care National Agency Check and Inquiries (CNACI) and provide recommendations for new policy’s structure and content. Design and manage database systems and tracking tools to monitor personnel background checks, recertifications, and reinvestigations. Create and deliver training materials, briefings, and communication products tailored to leadership, security personnel, and program stakeholders. Develop and provide monthly status report, summarizing gap analysis progress, policy development, database tracking tool, SOP development, and training materials. Minimum Qualifications, Experience & Education Requirements: All Requirements must be clearly annotated on resume. Experience must be shown in work history. Bachelor’s degree in Security, Emergency Management, Public Policy, or related field. OR ten (10) years of progressively responsible emergency management experience can be accepted in lieu of a degree. Minimum five (5) years of personnel security management, suitability and fitness, or relevant experience. Successful completion of OPM Fundamentals of Suitability for Suitability and Fitness Adjudicators within 60 days upon onboarding. Successful completion of the Federal Coordinating Center (FCC) Course within the last 3 years or must enroll within 180 days of contract award. Possess an active, or be able to obtain and maintain a favorable Secret Clearance. Provide proof of citizenship using the I9 form and supporting documentation. Knowledge, Skills, & Abilities (KSA’s) Expert knowledge of OPM and DoD suitability adjudication, fitness standards, DoD childcare background check policies and industrial security policies. Ability to develop suitability and fitness policy and manage compliance programs. Indepth knowledge in drafting, reviewing and revising policies, SOPs, CONOPS and implementation plans. Ability to coordinate meeting minutes, action tracking, and partner engagement documentation. Strong written and communication skills.
