Delivery Specialist","description":"Overview:\n\nAs a Program Delivery Specialist with Knowledge Services, you will serve as an integral team member on our state government Managed Service Provider (MSP) accounts.\n\nHiring managers and vendor recruiting partners alike will seek your guidance and support as their primary contact for Knowledge Services within the MSP Program.\nYou will partner with the client to address their staffing needs, managing and coordinating the requisition fulfillment and onboarding processes.\nResponsibilities:\n\nProgram Delivery Specialist Essential Functions:\n\nDirectly partner with hiring managers to forecast and fulfill staffing needs\nServes as the primary program advisor for assigned state government agencies, making day-to-day decisions that impact program outcomes\nDevelop and maintain proactive and constructive relationship with clients by demonstrating an understanding of the business and associated requirements and setting expectations accordingly\nIndependently interpret MSP policies to determine vendor eligibility, candidate suitability, and compliance adjustments.\nDevelop a strong working knowledge of Knowledge Services’ Contingent Workforce solutions and MSP Program requirements\nCommunicate the client's recruiting/staffing needs to recruiting vendor partners\nReview and vet candidate qualifications based upon hiring manager needs\nManage candidate pools, ensuring compliance is met with background, drug, and credential requirements\nCoordinate onboarding with hiring managers and vendors\nApprove or deny vendor exceptions related to onboarding, credentialing, and candidate submittals\nEnsure all aspects of MSP Program rules, policies, procedures and processes are followed to ensure standardization, consistency and compliance across all areas of the MSP Program and that contractual scope of work for Client is delivered\nPartner with Delivery Manager and Account Manager for the preparation and delivery of program reporting, program metrics, trainings, and client-specific strategy\nFollow safe work practices and company rules and prevent accidents and injuries.\n\nRequisition Management\n\nWork with hiring managers and vendors throughout the requisition fulfillment lifecycle to:\nPre-qualify client manager position/project requirements\nAdvise client hiring managers on labor market conditions, candidate availability, and competitive rate strategies\nDevelop sourcing strategies for complex or highly specialized roles\nEnter and review position/project requisitions in Knowledge Services’ Vendor Management System (VMS) and ensure vendors receive all position-specific requirements\nPre-screen qualified candidates submitted by vendors\nAssist with the coordination of resource interviews with client managers and vendors\nEnsure all resource onboarding is completed and meets contractual and client requirements\nCoordinate resource start date with client managers and vendors\nWork with vendors to ensure all resource time and expenses are entered in a timely manner\nFollow up with client managers to ensure resource time is approved or rejected appropriately\nFollow up with vendors to provide status updates on positions and candidates\nFacilitate weekly vendor calls\nEnsure resources are offboarded completely in accordance with program processes and client requirements, as required.\n\nProgram Management\n\nProvide excellent customer service to client managers, vendors, and resources\nCommunicate proactively and regularly with team members, clients, and vendors\nMonitor the program inbox and resolve assigned tasks\nFacilitate, manage, and assist in resolving client and vendor related issues, escalating to Delivery Manager or Account Manager as appropriate\nIdentify process gaps and leads the implementation of new workflows, documentation, and performance metrics\nReview quarterly vendor scorecards and recommend program-level corrective actions or vendor panel adjustments\nIdentify opportunities to promote the MSP program and increase client usage\nQualifications:\n\nProgram Delivery Specialist Requirements:\n\nMust have at least 1-3 years of recruiting or staffing industry experience within a staffing agency or MSP environment\nManaged Service Provider (MSP), Staffing and Recruiting Program, Employer of Record Program, Recruitment Process Outsourcing (RPO) Program, and/or Consulting Solutions experience is highly desired\nProven technical aptitude, with VMS or ATS experience preferred\nBachelor’s degree preferred\nProven aptitude for being proactive, organized, accurate, and detail-oriented\nProven aptitude to execute in a fast-paced, high-volume environment and to respond to client needs\nProven ability to identify and analyze problem situations and develop an effective course of action for resolution\nStrong interpersonal, planning, leadership, and time management skills\nPositive attitude
