Our vision is a community where all people are shown compassion, treated with dignity, and everyone has a safe, stable, and affordable place to call home.\r\nDESC operates five shelter/emergency housing programs, 19 permanent supportive housing facilities with over 1,750 units, several hundred additional scattered site apartments, and a range of behavioral health services including outpatient mental health and substance use disorder treatment, residential crisis stabilization, street outreach, mobile crisis response, and treatment for opioid use disorder.\r\nJOB DEFINITION\r\nThe Housing Program Data Analyst is a member of a multi-disciplinary team that will support DESC's mission by providing a spectrum of analytic and administrative services for housing programs. Considerable attention and skill are needed in the area of data analytics, problem solving, tracking, reviewing housing service documentation, and using SQL. The Housing Program Data Analyst will work under the supervision of the Senior Manager of Policy and Program Analytics and in coordination with the Housing Compliance Associate to ensure housing programs are complying with all applicable laws, regulations and contract requirements.\r\nMAJOR DUTIES AND RESPONSIBILITIES\r\n\r\nIdentify, coordinate, and communicate processes to create efficiencies and improve program performance.\r\nMonitor and administer DESC's housing data collection and reporting through King County's HMIS system.\r\nCreating interactive dashboard visualizations, to help track key indicators of outcome and success in programs and settings.\r\nAdherence to the HIM compliance and housing documentation improvement program, including training housing staff on documentation standards.\r\nServes as a subject matter expert for managers on documentation & data reporting standards that comply with regulatory requirements.\r\nAssist various housing programs with data analysis and reporting requirements.\r\nUse data sources to perform validation and quality control checks to track performance and compliance in identified areas.\r\nPerform analysis on quality, cost and achievement metrics to evaluate programs, using visualization techniques to communicate insights and recommendations.\r\nSupport ongoing contract requirements with independent data analysis and written reports.\r\nCollaborate with the Quality and Information Management Departments and other DESC partners to scope, design, and validate additional reporting and design features.\r\nEnhance existing reports and reporting processes to create efficiencies and added value throughout DESC.\r\nAssist in various quality assurance activities, including but not limited to quarterly internal audits.\r\nDocument project details and maintain report specifications that clearly describe how implemented features work and work with end-users to ensure usage and usability.\r\nOther duties as assigned.\r\n\r\nRequirements\r\nMINIMUM QUALIFICATIONS\r\n\r\nAssociate's degree, or 2 years of highly relevant paid work experience and formal training in data analytics to demonstrate an ability to successfully perform the job.\r\nStrong computer skills, including using word processors, analyzing Excel spreadsheets, and writing SQL queries.\r\nStrong oral and written communication skills and ability to work effectively with staff from various backgrounds and disciplines.\r\nAbility to organize and coordinate work efficiently; prioritize workload, work under pressure with tight timelines and changing priorities.\r\nAbility to work independently with a minimum of supervision, and act on own initiative, within agency procedural guidelines.\r\nInitiative and creativity in problem solving and system development.\r\nWillingness to be flexible and work cooperatively with co-workers to accomplish all responsibilities of the team.\r\nSubscribe to philosophy of cooperation and continuity across programs, and of consideration and respect for clients.\r\nAppropriate safeguarding and handling of confidential and proprietary information.\r\n\r\nPREFERRED QUALIFICATIONS\r\n\r\nBachelor's degree in computer science, engineering, related field or equivalent experience: advanced degree a plus.\r\n4 years' highly relevant paid work experience.\r\nKnowledge of affordable housing and homelessness sectors.\r\nKnowledge of health equity and organizational change principles.\r\nExperience working in administration/coordination in a human services or affordable housing setting.\r\nExperience working with individuals who are homeless, mentally ill, and/or use substances.\r\nDemonstrated ability to use scripting or programming languages to perform tasks.\r\nData analysis experience with R/Python\r\nExperience with Apache or other HTTP servers, GitHub, and Linux.\r\n\r\nPHYSICAL DEMANDS\r\nThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
