This senior leader will be responsible for overall driving new business, managing strategic client relationships, and leading the successful delivery of Oracle-focused consulting engagements across federal agencies. The ideal candidate has deep experience in the federal sector, a proven consulting track record, a track record of delivering large scale SaaS implementations, HR modernization, and organizational change.\r\nKey Responsibilities\r\nDrive sales and revenue growth in the federal market, including identification of opportunities, proposal development, and leadership through the full deal lifecycle.\r\nBuild and maintain strong senior-level relationships with federal clients, serving as a trusted advisor on Oracle transformation initiatives.\r\nLead delivery of large, complex consulting engagements, ensuring high-quality outcomes, client satisfaction, and compliance with federal standards.\r\nProvide strategic guidance on oracle strategies, operating model changes, skills transformation, HR modernization, organizational design, and change management.\r\nSupport account planning, go-to-market initiatives, and cross-practice collaboration across IBM.\r\nLead and mentor project teams, contributing to capability development and overall practice growth.\r\nStay current on Oracle offerings, federal acquisition regulations, compliance frameworks, and market trends.\r\nRepresent IBM's Oracle practice in the external market through thought leadership and participation in industry events.\r\nLeaders are expected to spend time with their teams and clients and therefore are generally expected to be in the workplace a minimum of three days a week subject to business needs.\r\nThis position can be performed anywhere in the United States.\r\nRequired technical and professional expertise\r\nDeep Expertise in Client Relationship Management: Proven track record of managing enduring client relationships, identifying profitable growth opportunities, and developing high-value service offerings. Experience with strategic negotiations, revenue target management, and expanding commercial engagement.\r\nStrategic Service Improvement Leadership: Experience in implementing ITIL processes and driving service improvement through automation and AI to deliver high-quality technology services. Ability to analyze and optimize service delivery models.\r\nLarge-Scale Delivery Management: Experience in overseeing large-scale, SaaS delivery of consulting services, ensuring timely and successful project execution. Ability to manage complex delivery teams and stakeholders.\r\nFederal Experience: Experience with the Federal government by providing consultant services, ideally on a large program SaaS implementation or support contract.\r\nComplex Contract Negotiation and Management: Experience in negotiating and managing complex contracts with strategic partners, ensuring mutually beneficial agreements. Ability to navigate contract terms and conditions.\r\nFunctional Leadership and Strategy Development: Experience in leading functional/business unit strategies, influencing key performance metrics, and prioritizing continuous learning, mentoring, and skills development. Ability to foster a high-performing, diverse team.\r\nPreferred technical and professional experience\r\nOracle Expertise: Experience implementing Oracle Cloud projects and familiarity with Oracle Corporation executives and team members.\r\nITIL Process Implementation: Deep expertise in implementing ITIL processes to drive service improvement and deliver high-quality technology services.
