The role will be accountable for building governance, decision-making, and operating structures that keep multi-billion-dollar programs aligned from planning through completion. You will partner closely with clients, internal teams, and contractors to ensure progress is monitored, risks are addressed, and outcomes are clearly communicated. This is a high-impact opportunity to shape program strategy and build a strong delivery framework in a demanding project environment.Location: Richmond, VA - US based candidates only, no visa sponsorship availableCompensation: $230,000 – $270,000 annuallyResponsibilities Plan and organize observations and documentation of construction projects. Lead and supervise internal staff supporting observation and testing activities. Monitor contractor progress and prepare progress reports. Oversee comprehensive program management from planning through execution. Serve as the primary accountable leader for the owner's representative program. Establish program governance and decision-making structures. Translate client business objectives into actionable program strategies.Qualifications Bachelor's degree in construction management, civil engineering, or a related field. 20+ years of professional experience, or 15+ years with an MS or MBA, including 5 years in senior project or program management. Experience managing multi-billion-dollar programs. Pharmaceutical industry experience preferred; experience in heavy process industries such as semiconductor or oil and gas also considered.
