The Physical Security Program Supervisor is responsible for interfacing with internal and external stakeholders and collaborative peers regarding physical security initiatives, systems, design, and program management. This position works with a high level of autonomy as the technical expert, and provides guidance, develops doctrine, and advises on the logical design of HRT’s physical security requirements. This position reports to the Senior Manager of Security Services and serves as the immediate supervisor to the Security Systems Specialist.\nEssential Job Functions:\n(Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.)\nSecurity Strategy Development:\nDevelop and implement a comprehensive physical security strategy to safeguard HRT's facilities, assets, and personnel effectively.\nProgram Management:\nAct as the liaison with security technology peers and vendors, ensuring compliance with contract terms or deliverables and overseeing the deployment and operation of security programs.\nSpecial Programs:\nOversee the deployment and management of mobile surveillance systems and other in-field security technology assets, enhancing situational awareness and security coverage across transit routes and facilities.\nIdentify, establish, and manage the implementation of unique or specialized security technology initiatives, due to operational demand, professional assessment, or as directed.\nAccess Control Systems:\nDesign, plan, and manage access control systems for both existing and new facilities, ensuring alignment with security requirements, operational needs, and regulatory compliance.\nSecurity Centers and Dispatch Operations:\nProvide guidance or design support for security system monitoring and coordination with relevant stakeholders in security centers.\nRisk and Vulnerability Assessment:\nConduct regular assessments of transit facilities and related properties to identify security technology gaps and recommend appropriate security measures based on risk and vulnerability assessments.\nStay current with emerging physical security technologies and industry trends, evaluating their potential for enhancing HRT's security posture.\nTraining and Awareness:\nDevelop and deliver training and awareness sessions to employees on physical security protocols, and system(s) use(s).\nAct as a point of contact for law enforcement agencies, emergency services, and regulatory bodies concerning physical security matters, security technologies, and security data.\nSecurity Audits:\nIndependently perform routine and needs-based security system audits to ensure their operational health, effectiveness, and appropriate use.\nEvidence Program Manager:\nManage personnel assigned the role of Evidence Officer and maintain responsibility for the governance of digital media and evidence management, including chain of custody.\nProvide guidance and tasking to the Security Systems Specialist for work responsibilities.\nAct as the liaison from the Security Services Department for committees, projects, etc. regarding the use, design, or implementation of any security technology, system, or physical security task(s).\nManage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.\nPerform other duties as assigned.\nRequired Knowledge, Abilities and Skills essential to Job Functions:\nKnowledge of security operations and security technology systems and practices.\nUnderstanding of security technologies and best practice applications in the transit environment and support infrastructure.\nAbility to manage multiple projects.\nAbility to work under pressure and otherwise stressful situations.\nResponds to security system emergencies.\nAble to communicate with personnel at all levels.\nCoordinate information and resources in an efficient and effective manner.\nAccurately present information orally, in writing, and electronically.\nUse critical thinking skills.\nWork independently and with little supervision.\nRequired Software Knowledge and Skills essential to Job Functions:\nProficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Elevated problem-solving skills associated with software applications and security technologies used is expected. Software/system usage relevant to job duties will be evaluated.\nSoftware applications:\nEfficient with MS Office software products (Word, Excel, PowerPoint, and Outlook), Safety Vision, IP Configure ESM, Apollo VIM, AXIS Camera Management Setup, Genetec Security Desk.\nSafety Responsibility:\nPerform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures and policies. Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.\nTraining and/or Education:\nBachelor’s degree in related field or equivalent experience required.\nRequired Experience:\nMinimum 3 years of experience with physical security and supporting systems and technologies; knowledge of IP based cameras, electronic access control; and their supporting hardware and software. Physical security design and program administration experience in the transit environment preferred.\nLicenses or Certificates:\nPossess a valid Driver's License.
