{"schemaVersion":"jobsearcher.job.v1","id":"0ce72588222c9913d4a29a7f","url":"https://jobsearcher.com/jobs/0ce72588222c9913d4a29a7f","canonicalUrl":"https://jobsearcher.com/jobs/0ce72588222c9913d4a29a7f","title":"Oracle Database Programmer / Developer","description":"Oracle Database/Programmer Developer\n\nFull Time, On-Site, Overland, MO\n\nSecret Clearance\n\nOverview:\n\nSemper Valens Solutions is seeking a skilled and experienced Oracle Database Administrator, you will support the administration, maintenance, security, and optimization of Oracle database environments supporting mission-critical Army business systems and web-based applications\n\nKey Responsibilities\n\nAdminister, monitor, and maintain Oracle database environments, ensuring system availability, performance, security, and data integrity.\nInstall, configure, patch, upgrade, and troubleshoot Oracle database systems and related software components.\nDevelop, maintain, and optimize database schemas, tables, views, stored procedures, PL/SQL code, and queries supporting enterprise applications.\nPerform database backup, recovery, disaster recovery, and business continuity operations to ensure data availability.\nAnalyze database performance, query execution plans, indexing strategies, and system resource utilization to improve efficiency and reliability.\nSupport the development and maintenance of data-driven web applications and web services that interface with Oracle databases.\nCollaborate with developers and stakeholders to gather requirements, design database solutions, and implement application enhancements.\nEstablish and maintain database documentation, data dictionaries, database standards, and configuration baselines.\nMonitor database storage allocation, file structures, access methods, and data access controls to optimize performance and usability.\nDevelop and implement database security measures, audit procedures, role-based access controls, and data protection strategies.\nTroubleshoot database connectivity, application integration, and data-processing issues across Windows and web-based environments.\nCreate reports, dashboards, and data analysis products to support operational and business requirements.\nSupport software testing, application deployments, and database migrations in development, test, and production environments.\nUtilize database administration and monitoring tools such as Oracle Enterprise Manager, TOAD, or equivalent tools to manage database operations.\nDevelop and maintain technical documentation, user guides, and training materials related to databases and associated applications.\nCoordinate with system administrators and cybersecurity personnel to support patch compliance, vulnerability remediation, and secure database operations.\nSupport RMF, STIG, vulnerability management, and cybersecurity compliance activities as required to maintain authorized systems.\n\nRequired Qualifications:\n\nBachelor's degree in Computer Science, Information Systems, Information Technology, Software Engineering, or related discipline; equivalent experience may be substituted for education.\n\nMinimum of 10 years of experience administering Oracle and/or SQL database environments, database development, application support, and related information technology disciplines., programming languages, and websites/applications development\n\nValid DOD 8140 (IA Certification - SEC+ or higher)\nCurrent active DOD SECRET Clearance\nKnowledgeable of various operating systems (Windows, Unix, Linux)\nHTML, ASP, .NET and JavaScript\nIIS\nWindows Servers\nAuthenticationencryption\nVisual Studio\nWrite code with C+ or C#, Visual Basic, scripts, PQL, SPQL\nWeb Services\nFortify or some type of software is used to test security on programming code/language.\nToad or some type of software uses to manage/monitor databases.\nExperience with flowcharting and documentation\nDeveloping programming code for serial and ethernet to interface with other appliances/systems.\nKnowledge of management principles and concepts as they apply to the development of KM based tools and applications.\nBroad knowledge of system design and programming techniques, local operating system software and database concepts to obtain optimum utilization of the computers capabilities via a Database Management System (DBMS).\nSkill in designing system software and knowledge of computer language characteristics sufficient to develop and/or monitor development of schema to interface with vendor software.\nKnowledge of the needs/interfaces of development goals and knowledge of technological advancements in DBMS field sufficient to evaluate cost effectiveness of proposed changes.\nKnowledge of DOD, DA, and Army organization regulations, technical bulletins and web development standards.\nKnowledge of .Net development (especially ASP.NET), WEB Services, Oracle/SQL Server and database design. Works independently and as a part of a team and has a strong work ethics. Performs user requirements analysis, design, testing, and implementation of MS based WEB Applications and integration of dissimilar systems.\nProficient knowledge of the following server-side web programming languages: PL/SQL, ASP, ASP.NET, VB, VB.NET, C#, JavaScript, VBScript and HTML, Microsoft SQL Server, Microsoft Access, .NET Development software, Microsoft Visual Studio, Visual Studio.NET, Microsoft Reporting Services, and Database Auditing Tools (Log Explorer, Omni Audit, etc.)\nSkill in programming custom web applications based on customer requirements.\nSkill in the development and support of web applications.\nSkill in coordinating reverse proxy server architecture for applications through DoD CONUS.\nSkill in coordinating with ITT (ITBC) technical personnel on server outages, IAVA patch updates, PKI certificates and other TNOSC related issues for Knowledge Management.\nSkill in assisting programmers with technical issues and providing guidance in programming techniques and development procedures.\nSkill in providing support of applications and supporting updates and upgrades within the system architecture.\nWilling and able to travel\n\nPreferred Skills and Qualifications\n\nDemonstrated ability to diagnose, resolve, and implement solutions for complex enterprise database ingest and export challenges, delivering timely and reliable outcomes across diverse external data sources, environments, and enclaves. –\nStrong communication skills with the ability to collaborate effectively with internal teams, external stakeholders, and customers, ensuring alignment, transparency, and shared understanding across all phases of the project.\n\nAbout Semper Valens Solutions:\n\nSemper Valens Solutions, Inc.
