The Project Engineer serves as the primary day-to-day technical and administrative integrator for the project, responsible for contract administration, design coordination, submittal management, and technical support to ensure successful execution in compliance with contract documents, UFGS requirements, UFCs, FAR clauses, and NAVFAC policies.\nThe Project Engineer reports directly to the Project Manager and works in close coordination with the Project Superintendent, Quality Control (QC) Manager, and Site Safety and Health Officer (SSHO). The PE may also serve as Deputy Project Manager as required to support continuity of operations.\nResponsibilities\nSupport the Project Manager in administering the contract in accordance with FAR clauses, UFGS specifications, and other NAVFAC or base requirements.\nManage the submittal register for a specific scope or work or trade discipline, including preparation, tracking, review coordination, and status reporting.\nPrepare, process, and track Requests for Information (RFIs) and formal contract correspondence.\nMaintain accurate contract records, logs, and documentation in accordance with NAVFAC standards.\nSupport change management activities, including scope definition, cost impacts, and schedule impacts.\nServe as the primary point of contact for design coordination between the Contractor and the Designer of Record (DOR).\nManage design deliverables and design submittals in accordance with the Design-Build contract requirements.\nCoordinate Government design reviews and track resolution of NAVFAC comments.\nVerify design compliance with UFCs, UFGS, and project-specific criteria.\nProvide constructability input and technical support to the Project Manager and Superintendent.\nCoordinate closely with the Project Superintendent to resolve constructability issues, RFIs, and sequencing constraints.\nSupport field operations through timely engineering responses and technical clarifications.\nMaintain awareness of construction progress to ensure alignment between design, schedule, and field execution.\nSupport resolution of technical issues without directing field labor.\nAssist in maintaining the project schedule as a central management tool.\nCoordinate engineering deliverables and submittals to support schedule milestones.\nSupport cost control efforts through tracking of changes, quantities, and impacts.\nAssist with preparation and review of progress documentation supporting pay applications.\nMaintain professional and timely communication with all project stakeholders.\nServe as Deputy Project Manager during the Project Manager’s absence when assigned.\nSupport project closeout activities, including as-built documentation and turnover packages.\nPerform additional duties as assigned by the Project Manager or Project Executive.\nQualifications\nBachelor’s degree in Engineering, Architecture, Construction Management, or related field.\n5-10 years of experience supporting Design-Build, Design-Bid-Build on a diverse portfolio of heavy civil construction and vertical projects.\nExperience supporting NAVFAC, USACE, or other DoD construction projects preferred.\nDemonstrated experience in contract administration, submittals, RFIs, and design coordination.\nFamiliarity with UFGS, UFCs, and FAR requirements.\nProficiency in Microsoft Office (Outlook, Word, Excel), Bluebeam and AutoCAD.\nStrong written and verbal communication skills suitable for Government correspondence.\nU.S. Citizenship required.\nPreferred Qualifications\nExperience on OCONUS projects, particularly in Guam or the Indo-Pacific region.\nPrior experience on active military installations.\nExperience serving as Deputy Project Manager or Lead Project Engineer.\nFamiliarity with NAVFAC design review and submittal processes.\nWorking knowledge of Primavera P6 preferred.\nSummary\nThe Project Engineer is a key technical and administrative role essential to successful delivery of NAVFAC Design-Build projects.
