Substance Use Disorder Policy Consultant

Overview The Substance Use Disorder Policy Consultant, classified as a Human Services Program Consultant III, is a member of the Behavioral Health and IDD unit and reports to the Behavioral Health Policy Manager. This position is responsible for planning and development of Medicaid SUD clinical coverage policies and State Plan Amendments for adolescents and adults. The role also monitors the clinical quality of the services offered, as well as health plans and provider adherence to policy requirements. The Substance Use Disorder Policy Consultant engages with internal and external stakeholders, including other divisions, to develop and amend clinical coverage policies and the State Plan to support the provision of high-quality behavioral health services in North Carolina. Responsibilities Plan and develop Medicaid SUD clinical coverage policies and State Plan Amendments for both adolescents and adults. Monitor clinical quality of services, health plans, and provider adherence to policy requirements. Engage with internal and external stakeholders to develop and amend clinical coverage policies and the State Plan. Knowledge, Skills, and Abilities / Management Preferences Working knowledge of the delivery of mental health/substance use disorder services in North Carolina. Considerable knowledge of the treatment of substance use disorder (SUD) and the American Society of Addiction Medicine (ASAM) Criteria. Working knowledge of the state and federal programs that govern mental health, developmental disabilities and/or substance use services. Experience with compliance monitoring, program reviews, utilization management, or care management. Proven ability to establish and maintain effective working relationships with internal and external stakeholders. Salary and Recruitment Salary Grade Range: $57,983 - $101,470 Recruitment Range: $57,983 - $74,160 Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours Other Details Posting closes at 11:59 p.m. the night before the closing date. Education & Experience Requirements Master's degree in a discipline relative to the program with four years of related experience; or Bachelor’s degree in a discipline relative to the program area with six years of related experience; or Equivalent combination of education and experience.
