The Program Manager is responsible for developing and maintaining high standards to represent the brand to donors by establishing best in class project management methodologies, standards, and tools. The Program Manager oversees the project management process including governance, team leadership, monitoring, prioritization, communication, and quality controls. The Program Manager should have a proven track record of successful project delivery, an ability to improve project management practices and substantial team leadership experience with a focus on team development in government contracting or not for profit entities.\n\nKey Responsibilities and Duties\n\nAmong the most important activities to support for the PRVCU projects are:\nInstitutes processes to support PRVCU operational planning, program development, and administrative and management services programs.\nDevelops processes to develop, monitor and report on program budget. Supports Executive and Associate Director to make decisions on resource requirements needed to carry out PRVCU long-term goals and objectives.\nAnalyze grants requirements, assemble an appropriate response team, allocate team resources, delegate responsibilities to ensure that the response is submitted by the deadline.\nOversee and support project milestones, production schedules, assignments, and deliverables, scheduling and facilitating meetings based on the requirements and specified due dates. Monitor compliance with project policies and standards.\nDevelops annual budget plans and budget justifications and the management of approved budgets within the Executive and Associate Director.\nCoordinates with the Financial Office to balance program budgets on an ongoing basis.\nOversees the development of policies, procedures, and guidelines in each of the program areas.\nRoutinely report progress toward program goals to Executive and Associate Directors, Project Managers and Supervisors.\nOversees the preparation of issues and position papers, reports, and other documents used to provide critical information and recommendations for use by top management.\nOversees the establishment of systems for evaluating program effectiveness.\nAdvises program officials in assessing the effectiveness and efficiency of assigned programs.\nSupport the Executive Director in new grant opportunities, this includes: research grant opportunities from government and non-government agencies; draft grant proposals and supporting documents based on the funding requirements of the organization; submit proposals to grant coordinators for approval; respond to internal and external queries on drafted and submitted proposals; maintain positive relationships with fund providers and other stakeholders; and maintain records and submit reports related to grant opportunities.\nWork in coordination and closely with the PRSTRT Chief Financial Officer and PRSTRT Compliance Officer to assure that the grants are complying.\n\nSince our organization is going to change to meet the needs of new designations, you can expect, anticipate, and assume that your job description will change to meet these challenges.\n\nQualifications & Technical Job Requirements\nExperience with project management methodologies, techniques, and processes.\nBudget, cost, and profitability management skills.\nKnowledge of resource management tools.\nKnowledge of administrative procedures and systems such as Microsoft Teams, Zoom, MS Microsoft processing, managing files and records, and transcription, designing forms, and other office procedures and terminology.\nKnowledge in the submission of grants through Grants Solutions, Grants.gov, among other platforms.\nExperience writing and managing federal grants from agencies such as HUD, CDC, HHS, FEMA, among others.\nAbility to work effectively with subject-matter experts and participants from across the organization and partners.\nExcellent communication skills. Strong command of written and verbal communication.\nExcellent interpersonal and presentation skills, as well as persuasive abilities to influence cooperation and collaboration.\nCapable of prioritizing work (meet deadlines, able to work under pressure).\nAbility to work within a team and provide support to direct reports.\nAbility to perform in cross-functional team approach and job responsibilities.\nSolid understanding of the organization's overall business and program objectives.\nProficient computer user with equal knowledge of software programs and the Internet.\nBilingual (English and Spanish).\n\nExperience & Educational Requirements\nThe minimum educational qualification required to be is a master’s degree, from a regionally accredited institution in Administration, Business, Science, or related field.\nIn addition, three (3) years of Program Management experience within a non-profit organization is required.\nAt least 3 years’ experience in high scale project management.\nProject management certification is highly desirable.\n\n“The Trust is an equal opportunity employer; we strive to maintain a workplace atmosphere that is free from discrimination.
