We offer excellent benefits and provide exceptional employee management.\n\nThe client seeks an Applications Developer (Java) to provide expert-level technical services in the areas of development and integration for enterprise-level applications and custom integrated solutions, including major enhancements and interfaces, functions and features for the Health Benefit Exchange (HBX) solutions and other systems.\n\nClient: Maryland Health Benefit Exchange\n\nContract duration: Two years\n\nInterview mode: Virtual\n\nLocation: 750 East Pratt Street, 6th Floor, Baltimore, Md 21202 (three days in the office, two days remote)\n\nDuties/Responsibilities\n\nDevelop enterprise-level applications and custom integration solutions, including major enhancements, interfaces, functions, and features.\nUtilize a variety of platforms to provide automated and integrated systems and applications.\nPlan and execute upgrades to the latest versions of Java and related components as needed.\nDesign, develop, maintain, and support enterprise applications using Java/J2EE, Angular, PostgreSQL, Corticon Rules Engine, and MongoDB technologies.\nDevelop programming and development standards and procedures and programming architectures for code reuse.\nInterface with business and IT teams to understand and translate business requirements into formal technical requirements, rules, and application codes.\nDevelop and execute quality unit tests (manual or automated) to validate that application changes meet technical specifications.\nWork with business teams to complete acceptance testing and participate in integration testing.\nProvide technical input to the most complex and high-impact IT decisions for integrated solutions.\nAccountable for complex enterprise-wide applications and issues, translating highly complex technical concepts into requirements and solutions for peers.\nPerform code review and quality analysis for developed solutions.\nDevelop and execute quality unit tests and integration plans/scripts to validate that application changes meet technical specifications and business requirements.\nAssist with integration testing and work with business teams to complete acceptance testing.\nParticipate in technical reviews during various stages of software and application development.\nAdhere to all security, change control, and MHBE Project Management Office (PMO) policies, processes, and methodologies.\nNote: The candidate must be flexible to work overtime as needed, including weekends, holidays, and off-hours.\nMinimum Qualifications\n\nTen (10) years of hands-on experience working experience designing, developing, and integrating complex public-facing applications.\nEight (8) years of experience in designing, developing, maintaining, or supporting enterprise information technology platforms, applications, or solutions.\nEight (8) years of experience in Eclipse IDE, SVN/GIT, Java/J2EE, Spring/Struts/JPA/Hibernate, Web Services, and Enterprise Service Bus.\nSix (6) years of experience developing or supporting State-based marketplace (SBM) solutions, Health and Human Service systems, Affordable Care Act solutions, or any related healthcare systems or solutions.\nSix (6) years of experience in architecting, designing, and developing healthcare applications in Java, integrating with complex business rules engines.\nFive (5) years of front-end integration experience working with development, testing, and business teams.\nFive (5) years of design, development, implementation, or maintenance experience with complex applications for health exchange systems, eligibility systems, or equivalent.\nFive (5) years of experience developing complex SQL Queries in PostgreSQL or any relational database systems.\nFour (4) years of experience in leading a team of developers.\nProven experience designing and working with n-tier architectures (UI, Business Logic Layer, Data Access Layer).\nProven strong knowledge and experience with Development tools -
