OCSO’s Emergency Management Division is charged with maturing the AOC’s emergency management culture, institutionalizing emergency preparedness, training, continuity, and critical infrastructure best practices throughout the AOC enterprise.\n\nThe AOC OCSO requires an Information Technology Systems Engineer to manage the deployment and maintenance of the AOC’s emergency management and contingency systems and equipment.\n\nDuties and Responsibilities: The IT Systems Engineer shall serve as part of an team and report to the IT Director. The Systems Engineer shall support various OCSO-managed systems and services as assigned. Each member of the team, to include the IT Systems Engineer, should be able to work on all projects, though individual specialists may have varied skillsets such as Radio Frequency (RF) experience, IT Tier 1-2 support, IT Tier 2-3 support, network engineering, etc.\n\nThe IT Systems Engineer will be responsible for overall management and execution of the following tasks:\nJoint Audible Warning System (JAWS)\nTake receipt of JAWS end units from Motorola/LBO partners and configure, program, and deploy end units in AOC spaces.\nMaintain inventory of all AOC-owned JAWS end-units, and trouble-shoot issues at the end-unit, as needed.\nMaintain configuration management of JAWS system and apply feature and security patches as necessary.\nRespond to end-user requests for service of individual JAWS units within 48 hours of receipt of the request.\nDevelop, review, and update guides, standard operating procedures, and user manuals.\nMobile Legislative Clock System (MLCS)\nSupport the OCSO’s MLCS modernization project to include prototyping, fielding, inventory, and operational assignment of all MLCS equipment.\nTroubleshoot system connectivity during exercise or real-world deployments, possibly in austere environments with limited support resources.\nReview and propose updates to system documentation based on usage and lessons learned.\nTelecommunications/IP-Based Mobility Solutions\nSupport the build out and maintenance of OCSO vehicle-based mobile telecommunications capabilities.\nSupport the OCSO in the programming and deployment of AOC and USCP radios.\nSupport the COMSEC Specialist in conducting end-user training on radios.\nSupport radio deployments and inventory for exercises or real-world events.\nSupport the development, review, and update of guides, standard operating procedures, and user manuals\nJoint Emergency Management Notification System (JEMNS) (Blackberry AtHoc)\nProvide Tier 1-2 support to the administration and maintenance of AOC’s BlackBerry AtHoc Virtual Private Server (VPS), as required.\nWebEOC\nProvide Tier 1-2 support to the administration and maintenance of AOC’s WebEOC application, as required.\nReports\nProvide bi-weekly and monthly status updates on assigned projects to the government customer.\nBasic Qualifications:\nBachelor's Degree in Computer Science, Information Systems, System Engineering, Network Engineering, or related discipline and twelve (12) years of relevant experience.\nRelevant experience may be substituted for education:\n8+ years’ experience with a PhD;\n10+ years’ experience with an MA/MS degree;\n14+ years’ experience with related Associate’s Degree; or\n16+ years’ related experience with no degree.\nRequired Skills/Experience:\nFamiliarity with RF communications equipment (Desired)\nFamiliarity with IT systems – either development or system-level management\nFamiliarity with inventory management processes and best practices\nAbility to flex between technologies and applications as conditions dictate\nCandidate must be capable of sustained standing and walking, as well as lifting, stacking, unpacking and repacking equipment cases and pallets.\nCandidate must be able to walk the Capitol Hill campus to conduct training, maintenance, or inventories on equipment in various offices\nCandidate must be able/willing to travel to multiple government-owned buildings in the National Capitol Region to test and inventory equipment.\nWork will be performed at all OCSO facilities located throughout Capitol Hill and the greater Washington DC area.
