This role establishes cloud‑native development standards, evaluates and recommends cloud services and architectures, and collaborates closely with Cloud Engineering, Network Engineering, Security, and cross‑functional stakeholders to guide cloud design and adoption. Leveraging deep expertise in cloud platforms, networking, identity, automation, and multi-cloud patterns, the Cloud Architect identifies risks and trade‑offs, ensures compliance with enterprise guardrails, monitors cloud performance, and enables agencies to successfully adopt modern cloud architectures in support of OMES, partner agencies, and the mission of IT Enterprise Governance.Position Responsibilities• Define and govern the enterprise cloud strategy across Azure, AWS, and Google Cloud environments, ensuring alignment with enterprise architecture standards and OMES governance expectations.• Design scalable, resilient, and cost‑optimized cloud infrastructure solutions informed by best practices across multiple cloud providers.• Establish and maintain standards for cloud‑native application development, infrastructure‑as‑code practices, containerization, and automation patterns.• Partner with infrastructure teams, Cloud Engineering, Network Engineering, Enterprise Architecture, and cross‑functional stakeholders to guide solution design, cloud readiness, network patterns, and platform selection throughout the lifecycle.• Monitor cloud performance, cost, and architectural compliance; ensure adherence to governance policies, security rules, identity frameworks, and cloud guardrails.• Evaluate and recommend cloud services, networking components, storage models, orchestration tools, and managed services across Azure, AWS, and GCP to support modernization and transformation initiatives.• Provide architectural leadership by identifying risks, trade‑offs, and constraints in cloud solution design; present options and impacts to stakeholders to support informed decision‑making.• Develop, review, and maintain cloud architecture diagrams, reference architectures, runbooks, design patterns, and documentation that articulate technical decisions and traceability.• Collaborate with security and governance teams to implement cloud policies, landing zones, identity configurations, networking boundaries, tagging structures, and compliance controls.• Continuously research emerging cloud services, industry frameworks, multi-cloud patterns, and FinOps best practices to enhance enterprise cloud maturity and operational efficiency.• Perform other duties as assigned to support the mission of OMES, partner agencies, and IT Enterprise Governance.Education and ExperienceRequirements include two years of professional experience in cloud engineering, cloud architecture, or the design, implementation, and/or maintenance of large‑scale cloud environments across Azure, AWS, or Google Cloud Platform; or an equivalent combination of education and experience, substituting twelve semester hours of coursework in computer science, management information systems, cloud computing, or a related field for each year of the required experience, with a maximum substitution of two years.A bachelor’s degree in a related technical field is preferred.Required Knowledge/Skills/Abilities • Knowledge of cloud networking and network security concepts; cloud infrastructure components across Azure, AWS, and GCP; virtualization, storage platforms, identity and access management; server and container technologies; cost‑benefit analysis; and cloud architecture modeling using tools such as Microsoft Visio.• Ability to collaborate, lead, and influence cross‑functional teams including Cloud Engineering, Network Engineering, Security, and application development stakeholders.• Strong written and verbal communication skills with the ability to convey complex technical topics to diverse audiences.• Strong analytical, problem‑solving, and decision‑making skills with the ability to evaluate trade‑offs across scalability, resiliency, security, and cost.Valued Skills and Experience• Extensive experience designing and governing cloud architecture across Azure, AWS, and Google Cloud Platform, including networking, identity, automation, and hybrid connectivity patterns.• Demonstrated experience working with cloud APIs, databases, automation tooling, CI/CD pipelines, and Infrastructure‑as‑Code technologies.• Experience delivering cloud‑based technical solutions using container platforms, serverless services, cloud‑native security tools, load balancers, firewalls.• Ability to work with ambiguous or evolving business requirements and drive clarity through structured cloud architecture analysis and solution design.• Experience working with ambiguous business requirements and driving towards technical solutions• Strong capability in evaluating emerging cloud technologies, selecting suitable services and platforms, and ensuring alignment with enterprise architecture standards and governance guardrails. Physical Demands and Work EnvironmentThis position works in a comfortable office setting with a computer and telephone for a large percentage of the workday. This position requires long periods, up to eight hours per day, of sitting and working at a desk. The noise level in the work environment is usually mild.
