This role serves as the primary on-site point of contact between the Government and the Contractor for performance, staffing, and operational matters.\n\nThe Program Manager ensures contract compliance, service quality, and continuity of operations while directly overseeing staff performing administrative support functions. The position requires a strong working knowledge of administrative, records, and mail operations and the ability to step in and perform or direct those functions as mission needs require.\n\nKEY RESPONSIBILITIES:\nProgram & Contract Management\nProvide overall management and direction of administrative and operational support services to ensure contract requirements, performance standards, and service-level expectations are met.\nActively manage staffing to prevent service disruptions and ensure adequate coverage across all functional areas.\nIdentify performance issues, operational risks, and resource gaps; implement timely corrective actions.\nAssign tasks and prioritize work to ensure timely resolution of contractual and operational matters.\nOversee subcontractor performance (if applicable), ensuring compliance with contract terms and agency requirements.\nPrepare, review, and submit required reports, deliverables, and performance updates to Government stakeholders.\nEnsure compliance with agency policies, procedures, records management standards, and security requirements.\nOn-Site Lead & Government Liaison\nServe as the primary point of contact for face-to-face communication between the Contracting Officer’s Representative (COR) and the Contractor regarding performance, staffing, and operational concerns.\nMaintain regular communication with Government leadership to address issues, clarify requirements, and support mission objectives.\nPerform On-Site Lead duties as a primary function of the role while maintaining oversight of day-to-day operational responsibilities.\nSupport multiple locations while being physically located at the primary duty site.\nOversight of Administrative, Clerical & Operational Functions\nProvide leadership and oversight of daily administrative, clerical, and office support operations.\nOversee mailroom, file, and records management functions to ensure accuracy, timeliness, and compliance.\nEnsure proper handling, safeguarding, tracking, and accountability of sensitive, PII, FOUO, and classified information.\nSupervise workflows related to correspondence control, document preparation, records tracking, and information management.\nOversee executive and program support functions, including scheduling, calendar management, meeting coordination, and travel support.\nMonitor administrative processes supporting time and attendance, property tracking, inventory management, and logistics.\nEnsure staff use agency systems and databases accurately and in accordance with established procedures.\nProvide hands-on support or direct task execution during surge periods, absences, or mission-critical events, as needed.\nPersonnel Management\nSupervise and support administrative and clerical staff, ensuring performance expectations are clearly communicated and met.\nProvide guidance, mentoring, and task direction to staff to support professional performance and contract success.\nEnsure staff training requirements are met, including security, systems, and procedural training.\nMaintain accountability for employee conduct, professionalism, and adherence to agency standards.\nCompliance, Security & Risk Management\nEnsure compliance with COOP, EOP, security plans, and incident reporting requirements.\nReport suspected fraud, waste, abuse, security incidents, or data breaches in accordance with agency procedures.\nEnsure all staff adhere to nondisclosure agreements and confidentiality requirements.\nMonitor proper use and care of Government-furnished equipment and property.\n\nEDUCATION AND EXPERIENCE:\nEducation: Bachelor’s degree in related field (required).\nExperience:\nMinimum of four (4) years oof project or program management experience within the past five (5) years.\nExperience supervising 25 or more employees supporting a high value project or contract.\nExperience supporting a federal agency or government contractor is preferred.\nExperience handling sensitive information and working in secure environments.\nSecurity & Clearance Requirement:\nActive Secret Clearance required (must be able to obtain and maintain)\nMust sign and adhere to nondisclosure and confidentiality agreement.\n\nSKILLS AND QUALIFICATIONS:\nStrong leadership, organizational, and problem-solving skills.\nDemonstrated ability to manage personnel, workflows, and competing priorities in a fast-paced environment.\nWorking knowledge of administrative, clerical, mail, and records management operations.\nAbility to analyze performance issues and implement corrective actions.\nExcellent written and verbal communication skills, including interaction with senior Government stakeholders.\nProficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint, Teams).\nAbility to learn and oversee use of agency systems and databases.\nHigh level of professionalism, discretion, and attention to detail.\n\nOur benefits package includes medical, dental, vision, Long Term Disability, Life Insurance, Short Term Disability, paid time off, paid holidays, flexible spending account, health savings account, health advocates, employee assistance program, tuition assistance program, 401k Plan ,as well as a fun and enthusiastic work environment that promotes a work/life balance!\n\nTo Apply:\nVCI offers a team-oriented work environment and a competitive compensation and employee benefits package.
