The Program Supervisor-ILS oversees the coordination, delivery, and quality assurance of Independent Living Services for adults with developmental disabilities. This position ensures participants receive individualized, person-centered supports that promote independence, safety, self-determination, and community integration. The Program Supervisor-ILS provides leadership, guidance, and supervision to ILS staff; ensures compliance with Regional Center, Department of Developmental Services (DDS), and agency policies and procedures; and maintains effective communication with participants, families, staff, Regional Center representatives, and interdisciplinary team members.\n\nThis is a hybrid position that includes office-based work, fieldwork, and work-from-home flexibility. The Program Supervisor-ILS will provide support to participants assigned to programs located in the Whittier and Monrovia areas, ensuring consistent service delivery across both locations. This role requires regular travel between sites and flexibility to meet program and participant needs in various community settings.\n\nEligibility & Intake\n\nCoordinating and scheduling initial participant assessments/home visits.\nConduct intake interviews and develop eligibility assessments for new ILS participants.\nIn collaboration with the Director of Residential Services, review prospective participant referrals and determine whether applicants meet program entrance criteria and are appropriate for Independent Living Services.\nCollaborate and communicate with the Consumer Relations Specialist to ensure intake paperwork, documentation, and participant communications are completed in a timely manner.\nReview documentation and coordinate with Regional Center Service Coordinators to ensure timely authorization.\nDetermine appropriate levels of support and match participants with qualified staff.\n\nPlanning & Goal Development\n\nCollaborate with participants to develop individualized, person-centered service plans.\nAssist participants in establishing and pursuing SMART goals that promote skill building and independence.\nEnsure goals are meaningful, measurable, and aligned with Regional Center guidelines.\nSupporting staff in implementing participant goals consistently.\n\nCase Management & Monitoring\n\nMonitor participant progress and outcomes through regular communication, visits, and documentation.\nComplete timely progress notes, quarterly and annual reports, and data entry into case management systems.\nTrack participant hours, attendance, and authorizations to ensure accurate billing and compliance.\nCreate and maintain participant schedules that maximize utilization of authorized service hours.\nMaintain up-to-date participant files in accordance with REACH and CA DDS regulations.\n\nStaff Management & Team Collaboration\n\nSupervise Life Skills Coaches and ensure consistent quality of service delivery.\nSupport staff through training, coaching, and performance evaluations.\nCoordinate staff schedules, manage caseload assignments, and ensure adequate coverage.\nParticipate in interdisciplinary team meetings and provide input to promote best practices.\n\nDirect Support\n\nProvide field-based support as needed, including modeling teaching strategies and assisting participants directly.\nRespond to participant needs, crises, or schedule adjustments when necessary.\nBuild strong rapport with participants and their families to support engagement and satisfaction.\n\nLeadership & Program Oversight\n\nUphold REACH’s mission, values, and person-centered approach across all ILS activities.\nAnalyze data and provide feedback to improve program outcomes and efficiency.\nCollaborate with leadership on program growth, staff development, and compliance initiatives.\nIdentify trends, service gaps, and opportunities for program improvement, and recommend or implement corrective action plans as needed.\nRepresent the ILS program in internal and external meetings, audits, and collaborative planning sessions as requested.\nMaintain confidentiality and adhere to ethical standards and agency policies.\n\nMinimum Education and Qualifications (Knowledge, Skills, and Abilities)\n\nBachelor’s degree in a Human Services-related field and demonstrated ability to provide staff training, supervision, and planning; or in lieu of a degree, three years of successful supervisory experience in a human services program.\nWorking knowledge of Regional Center systems, Title 17 regulations, and community-based resources supporting individuals with developmental disabilities.\nStrong communication, documentation, organizational, and problem-solving skills.\nProficiency in Microsoft Office Suite and electronic case management systems.\n\nOther Requirements\n\nMust be at least 18 years of age.\nSuccessfully complete and pass health and Live Scan fingerprint screenings.\nMust have a California driver’s license and have a clean driving record\nMust have reliable transportation and show proof of auto insurance\nMust attend in-person meetings, conduct supervisor field audits, and travel between worksites and company offices located in Whittier, CA and Monrovia, CA.\nMust be able to maintain confidentiality and comply with all agency policies, training requirements, and applicable state/regulatory standards.\n\nPursuant to California Penal Code 11105.3, REACH will conduct a pre-employment background investigation following a conditional offer of employment to ensure the safety of REACH's participants.
