This role supports the build phase through an October go-live, with post-go-live stabilization.\n\nThe ideal candidate is a hands-on Oracle EBS developer with strong PL/SQL expertise, proven interface development experience, and prior federal financial systems implementation experience. This position requires close collaboration with functional, data conversion, and integration teams to ensure accurate, secure, and compliant financial data processing.\n\nKey Responsibilities:\nApplication Development & Interfaces:\nDesign, develop, test, and deploy PL/SQL-based interfaces between Oracle EBS (AFS Federal Financials) and external/internal systems\nManage end-to-end data integration, including:\nData staging and validation\nLoading Oracle Open Interface tables\nExecuting import programs\nBatch and near-real-time processing\nImplement robust error handling, reconciliation, and audit controls to meet federal financial and NIST compliance requirements.\nOracle EBS Development:\nDevelop and support reports, interfaces, conversions, extensions (RICE) in an Oracle EBS R12 environment\nUtilize R12 APIs and web services to support integrations and service-oriented architectures\nPerform development using SQL, PL/SQL, UNIX shell scripting, XML Publisher, workflows, and personalization as required\nSupport data conversion and migration activities from legacy systems into the AFS Oracle EBS environment.\nTesting, Cutover & Go-Live Support:\nExecute unit testing, system integration testing (SIT), and user acceptance support, documenting results per approved templates\nSupport cutover planning, execution, and validation activities leading up to go-live\nProvide defect triage and resolution during testing and data migration cycles\nDeliver post-go-live stabilization and production support\nDocumentation & Collaboration:\nProduce and maintain technical documentation, including design documents, data mappings, conversion specifications, and TE040 artifacts\nAssist with task estimates, schedules, and work planning\nCollaborate closely with functional teams, data conversion teams, and federal stakeholders\nProvide knowledge transfer to operations and support teams\n\nQualifications\n\n7+ years of Oracle EBS R12 application development experience, with a strong focus on PL/SQL and interfaces\nDemonstrated experience supporting federal financial systems implementations\nStrong understanding of Oracle EBS table structures, APIs, and open interfaces\nHands-on experience with:\nPL/SQL development\nTOAD or similar development tools\nUNIX/Linux scripting\nXML Publisher\nR12 APIs and web services\nExperience supporting financial modules such as GL, AP, AR, SLA, CLM, and federal administrative functions\nFamiliarity with shared service provider (SSP) environments is a plus\nExperience across the full system development lifecycle, especially build, test, cutover, and go-live support.\nEducation:\nBachelor’s degree plus 7 years of relevant experience, or equivalent combination of education and experience.\nAdditional Requirements:\nAbility to work onsite in Gaithersburg, MD on Tuesdays and Thursdays\nWillingness to work overtime, including evenings and weekends, during high-volume testing, cutover, and go-live periods.\nRestricted time off during critical milestones leading up to and immediately following October go-live\nStrong communication, analytical, and problem-solving skills\nAbility to work independently with minimal supervision\nProficiency in Microsoft Word, Excel, and PowerPoint\nSecurity & Eligibility:\nMust be able to clear a federal background investigation\nU.S. Citizen or Permanent Resident required\n\nAdditional Information\n\nSalary Information\nSalary is commensurate with experience, ranging from $130,000 to $155,000.\n\nBenefits\nReferral Bonus\n(401k) Matching\nHolidays – Eleven\nAdoption Assistance\nTuition Reimbursement\nTechnology Reimbursement\nShort-Term & Long-Term Disability\nLife Insurance (Basic, Voluntary & AD&D)\n80% Employer Paid Health Care Plan (Medical, Dental & Vision\nPaid Time Off (0-3 years -
