The PM oversees multiple projects, large operational teams, and diverse technical functions—including engineering, operations, cybersecurity, infrastructure, and teleservices.\nThe PM is responsible for the quality, financial management, staffing, risk management, compliance, and performance of the entire contract. Contract Management\nProvide day-to-day management of all program operations, supporting multiple projects, workstreams, and geographically dispersed personnel.\nOrganize, direct, and coordinate planning and production of all contract activities.\nEnsure adherence to the PWS, SLAs, technical requirements, and quality standards.\nServe as the Government’s primary point-of-contact for all programmatic, technical, and contract matters.\nLead all contractor staff; provide supervision, tasking, mentorship, QA/QC oversight, and performance management.\nEnsure customer satisfaction, stakeholder alignment, and timely resolution of escalated issues.\nProvide financial management, cost tracking, resource management, and staffing oversight.\nConduct detailed quality reviews for reports\nIn-Process Reviews (IPRs) and Weekly Status Updates\nProgress Reviews with Government Management\nProject Management Support documentation and controls\nTransition Management\nTechnical Oversight\nKeep current with emerging technologies and incorporate modernization opportunities into program strategy.\nDevelop and deliver Information Technology Infrastructure Design reporting\nInfrastructure monitoring and performance analysis\nDeliver senior-level presentations covering engineering, operations, teleservices, and IA/cybersecurity technology domains.\nIdentify technical gaps, evaluate alternatives, and provide recommendations for improvement, modernization, and risk mitigation.\nProvide technical and management leadership on major tasks or technology assignments.\nEstablish goals, strategies, and plans that support project and program objectives.\nProvide advanced domain expertise that may have critical impact on project success.\nDirect and control financial management, staffing, and operational methods to ensure technical requirements are met.\nEngage directly with clients, including negotiations and executive-level discussions.\nInitiate, supervise, and develop complex program requirements from inception to conclusion.\nLead surveys, studies, and data analysis to provide actionable recommendations and solutions.\nRequired Skills & Expertise\nDemonstrated experience managing programs of similar scope and complexity within DoD or other federal agencies.\nProven leadership of large-scale IT operations (40+ personnel) across diverse functional areas.\nExpertise in environments involving user systems, integration, training, and multi-skill teams.\nStrong background in quality assurance, customer satisfaction, complaint tracking, and QC programs.\nExceptional written and verbal communication skills, including briefing senior Government officials.\nSkills in manpower utilization, subcontractor management, procurement support, training, problem resolution, and employee relations.\nProgressive experience as a Project Controller, including financial oversight and analysis.\nKnowledge of project structures, WBS development, planning, and scheduling.\nExperience evaluating configuration alternatives, including:\nCost analysis\nRisk analysis\nPerformance predictions\nExperience conducting business decision analyses:\nCost-benefit\nBusiness case analysis\nMajor IT infrastructure assessments\nExperience conducting Total Cost of Ownership (TCO) analyses and using TCO tools.\nInternal Coordination & Corporate Responsibilities\nCoordinate with internal corporate teams on staffing, HR actions, budgeting, recruitment, compliance, and reporting.\nMaintain internal documentation, personnel files, training records, and compliance artifacts.\nEnsure corporate policies and resources support program success.\nPromote a culture of operational excellence, continuous improvement, accountability, and high performance.\nEducation & Experience\nMinimum Education\nBachelor’s degree.\nMA/MS degree preferred\nMinimum General Experience\nTen (10) years of progressive experience in project management, program management, or a closely related IT management discipline involving oversight of large, complex, multi-site programs.\nCertifications\nProject Management Professional (PMP) or equivalent – REQUIRED\nRelevant commercial certifications (e.g., ITIL, Agile, CISSP, CSM) – desired\nMust maintain all mandatory certifications\nSecurity Clearance\nMust be a U.S. Citizen.\nSelective Service registration required (if applicable).\nTop Secret Security Clearance required\nMust maintain fitness and eligibility for national security positions\nOther (Travel,
