Position OverviewThe Texas Workforce Commission (TWC) is seeking an experienced Systems Analyst Level 2 to support the IT Enterprise Project Office and Emerging Technologies team. The selected candidate will play a critical role in the implementation, optimization, and ongoing support of Oracle Fusion Recruiting Cloud.This position requires a highly collaborative professional who can bridge the gap between business stakeholders and technical teams to deliver scalable and sustainable cloud-based recruiting solutions.2. Key ResponsibilitiesPerform advanced systems analysis across multiple concurrent projectsSupport Oracle Fusion Recruiting Cloud implementation, including configuration, optimization, and stabilizationAct as a liaison between business stakeholders and technical teamsAnalyze system configurations and recommend best-fit, standardized solutionsIdentify process gaps and collaborate with developers on system design and configurationAssist in integration design between Oracle HCM and external systemsFacilitate stakeholder meetings to translate business requirements into technical solutionsSupport system testing, validation, and defect resolution processesMonitor system performance and support ongoing operationsParticipate in SDLC processes and ensure adherence to best practicesProvide reporting and analytics using Oracle toolsPerform additional duties as required to support TWC operations4. Required Qualifications (Minimum Requirements)Experience (7 years):Systems analysis or programmer analyst experience with Oracle Fusion Cloud HCMStrong understanding of:Oracle Fusion configuration vs. customizationFunctional setups and workflowsRole-based security modelsHands-on experience with:Oracle HCM Cloud (Recruiting module preferred)System configuration, design, implementation, and production supportIntegration experience with:PeopleSoft HCMMainframe ATS systemsExperience with Oracle integration tools:Oracle Integration Cloud (OIC)Oracle Data Integrator (ODI)Oracle Managed File Transfer (MFT)Vendor management and coordination in software projectsStrong stakeholder communication and requirements facilitation skillsExperience with reporting tools:OTBI (Oracle Transactional Business Intelligence)BI PublisherKnowledge of Oracle updates, patches, and release cyclesExperience in:User Acceptance Testing (UAT)Defect triageData validationStrong understanding of Software Development Life Cycle (SDLC)5.
