The Prevention of Sexual Abuse (PSA) Compliance Manager is responsible for the preventative education, detection, management, reporting, implementation, and compliance with the HHS Interim Final Rule (IRF): Standards to Prevent, Detect, and Respond to Sexual Abuse and Sexual Harassment Involving Unaccompanied Children (45 C.F.R. Part 411) in order to prevent and respond to sexual abuse and harassment involving Unaccompanied Children (UC.

Knowledgeable of Interim Final Rule 411 Standards and ORR Section 4 on Standards to Prevent, Detect, and Respond to Sexual Abuse and Sexual Harassment Involving Unaccompanied Children. The PSA Compliance Manager will work with a multidisciplinary team experienced in the provision of programmatic services and in adherence to child welfare practices and external investigations.

Maintain all documentation of case information appropriately and in accordance with ORR and state child care licensing confidentiality policy. Bachelor’s degree in behavioral sciences, human services, or social service fields; or a bachelor's degree in business administration or management, and at least one (1) year of experience working with child welfare standards, best practices, quality assurance, and/or compliance monitoring.

CACI is a repository of child abuse investigation reports managed by the Department of Justice (DOJ) that contains information related to substantiated cases of physical abuse, sexual abuse, mental/emotional abuse, and/or severe neglect of a child.

Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.) In addition, a Child Abuse Central Index (CACI) background clearance check may be required.

Services provided are: provide emotional support, provide emergency mental health suicide risk assessment for at-risk youth and parents which may include a recommendation for psychiatric hospitalization, provide psycho-education and literature regarding child abuse and neglect, assist in creating emergency safety plans, and help access auxiliary support services to obtain food, clothing and shelter.

Since this position will require the selected candidate to engage in regular contact with children in the form of care, guidance, supervision or training, you will be required to meet the requirements of the Child Protective Services Act, including the Pennsylvania State Police criminal background check, the Pennsylvania Department of Welfare child abuse criminal background clearance, and an FBI finger print based federal criminal records check.

ODJFS Orientation to Day Camp training and ODJFS Child Abuse Prevention training must be completed within 30 days of hire date. American Red Cross CPR, First Aid, AED, O2 certifications, and YMCA Child Abuse Prevention training must be completed to start of summer day camp program.

Assess all Unaccompanied Children (UC) for risk of victimization or potential perpetrators of sexual abuse while in ORR care and custody in order to inform the UACs housing, education, recreation, and other service assignments.
